"RusVinyl" begins construction of PVC production plant
A ceremony was held for laying the ground stone of the "RusVinyl" complex. Located in the Kstovskiy district of Nizhny Novgorod Region, this plant is to be Russia's largest integrated complex for the production of polyvinyl chloride (PVC). This event signified the beginning of the construction phase of this project.
The ceremony involved such figures as Prime Minister of Belgium Yves Leterme, Deputy Governor of Nizhny Novgorod Vladimir Ivanov, Belgian Ambassador to Russia Guy Trouveroy, President of SIBUR Dmitry Konov, Chairman of Solvay’s Executive Committee Christian Jourquin, Chairman of SolVin’s Board of Directors Jacques van Rijckevorsel, and the CEO of RusVinyl, Jean-Louis Plumecocq. The new complex is scheduled to be put into operation in 2013. The installed production capacity of the RusVinyl plant amounts to 330 thousand tonnes of polyvinyl chloride (PVC) and 235 thousand tonnes of caustic soda per year. Given that PVC consumption in Russia continues to grow at the same rate and pending that salt deposits in the Nizhny Novgorod Region continue to be developed in sufficient quantities, the company may decide to increase the plant’s output capacity to 500,000 tonnes. The new enterprise will employ one of the world's best technologies for producing polyvinyl chloride, the license for which was granted by the global PVC manufacturer SolVin. The Technip international engineering group is responsible for the engineering design, equipment supply and construction management.
In order to implement this project, the company expects to attract about 750 million euros in credit, including loan provisions that may be provided by the European Bank for Reconstruction and Development and by Sberbank of Russia. The remainder of the credit resources may be attracted as commercial loans against guarantees by export credit agencies.
